Dumaguete Property Guide: Prices, Areas & Buying Rules

Dumaguete, the capital of Negros Oriental, keeps turning up on international "best places to retire" lists. Fair enough. But a nice ranking doesn't tell you what a house costs, which part of town to look in, or what you're legally allowed to buy as a foreigner. That's what this guide is for.

Why Dumaguete, honestly
The "City of Gentle People" nickname holds up in daily life. But if you're buying property, a few practical things matter more.
The universities keep the rental market alive all year. Students, lecturers and hospital staff all need somewhere to live, so homes near the centre rarely sit empty for long.
Typhoons hit Negros Oriental less often than Samar, Leyte or northern Luzon. Less often doesn't mean never, though. Typhoon Odette (Rai) caused serious damage here in December 2021. Build quality and roofing matter, and so does insurance.
For health care, Silliman University Medical Center covers most everyday needs. For major surgery, many expats still fly to Cebu or Manila.
The main neighbourhoods
Piapi – central and close to the university
Piapi is one of the busier districts just north of downtown, along Eduardo J. Blanco Drive. You can walk to Silliman, the port and the shops. Several condo projects are here, which matters because a condo is the one property type you can own outright as a foreigner. Demand from students and staff makes it one of the easier areas to rent out.
Bantayan – quieter, still central
Bantayan is close to the centre but more residential than Piapi. You'll still find newer two-storey houses here, which is unusual this close to town. A good choice if you want city convenience and a bit of peace.
Valencia – cooler and greener
Valencia is a separate municipality in the hills, 15 to 20 minutes from Dumaguete by car. Because it sits higher, it's noticeably cooler, and a lot of expats love it for that. Casaroro Falls and plenty of nature are right there. Land and houses are generally cheaper than in the city. The trade-off is the daily drive into town.
Bacong – south, affordable, close to the coast
Bacong borders Dumaguete to the south along the coastal highway. Several national developers have affordable subdivisions here, mostly aimed at Filipino buyers. For foreigners with a Filipino spouse or a long-term lease, it can be good value. Dauin's beaches and dive sites are close by.
Sibulan – north, sea views, still underrated
Sibulan lies just north of the city and is home to the airport. The mountains rise steeply on one side and the sea is right on the other, so you'll find lots with views of both. It's less developed than Dauin to the south, which keeps land prices lower. Some projects here are aimed specifically at foreign retirees and work with lease models.
Prices by area (2025, rough guide)
| Area | Lot (PHP/m²) | House & lot (PHP) | Condo (PHP) | Character |
|---|---|---|---|---|
| Piapi | 6,000–12,000 | 5–38 million | 4.9–6 million (approx. 32 m²) | Urban, near university |
| Bantayan | 5,000–10,000 | 5–12 million | few available | Quiet, residential |
| Valencia | 1,500–4,000 | 3.5–10 million | hardly any | Cool, green, commute |
| Bacong | 1,200–3,500 | 2.5–8 million | hardly any | Affordable, near the coast |
| Sibulan | 2,000–6,000 | 3–12 million | a few | Near airport, sea views |

What foreigners can buy, and what they can't
The Philippine Constitution (Article XII, Section 7) reserves land for Filipino citizens and companies at least 60% Filipino-owned. As a foreigner, you can't put a lot in your own name. Dummy arrangements that try to get around this are illegal under the Anti-Dummy Law.
The legal options:
- Condominium: You can own a unit outright as long as foreign ownership in the project stays at or below 40%. The title, a Condominium Certificate of Title (CCT), is issued in your name.
- Long-term lease: Private leases to foreigners are limited to 25 years, renewable once for another 25 (PD 471). You can own the house you build on the leased lot. The land stays with the Filipino owner. Longer leases (up to 99 years under RA 12252 since 2025) are only for registered investment projects, not for private homes.
- Philippine corporation: A company with at least 60% Filipino ownership can own land. This makes sense for larger investments, but it comes with real admin work and needs a good lawyer.
- Filipino spouse: The land can be in your spouse's name. That's legal, but think hard about what happens in a separation, a death or a family dispute.
How the purchase works
Buying here works differently from what most people are used to back home. An independent Philippine lawyer isn't a nice extra. You need one.
- Title check: Get a Certified True Copy of the TCT or CCT from the Registry of Deeds and check it for mortgages and other liens. Also check that the real property tax is paid up.
- Deed of Absolute Sale: The notarised sales contract that transfers ownership.
- Taxes and fees: Capital gains tax of 6% (based on the selling price or zonal value, whichever is higher, usually paid by the seller), documentary stamp tax of 1.5%, local transfer tax of about 0.5–0.75%, plus registration and notary fees. Who pays what is negotiable and should be written into the contract. All in, plan for roughly 8–10% of the price.
- Title transfer: Once the taxes are paid, the Registry of Deeds issues the new title. In practice, that takes one to three months.
Living costs
Expat couples typically live comfortably on USD 1,500 to 2,500 a month. A modern, air-conditioned house or apartment starts at around USD 400–500. Fruit, vegetables and fish from the public market are much cheaper than in the supermarket. Dinner for two at a nice restaurant costs about USD 10–15. Routine doctor visits and medicine are cheap. Anything complicated usually means a trip to Cebu.
Rental income: keep it realistic
Students, university staff and long-stay foreigners drive the rental market. Condos near the university are the easiest to let. Realistic gross yields are around 3–5% a year. If a brochure promises 9–12%, it's ignoring vacancies, maintenance and management. A small local market also means it can take a while to sell.
Risks nobody serious will hide
- Build quality: Varies a lot. Have an independent engineer inspect before you buy.
- Title problems: Fake or double titles do happen. Never skip the title check.
- Currency: If your income is in euros, dollars or pounds, exchange rate swings affect your costs.
- Health care: Specialist care is limited locally. International health insurance is a must.
- Court cases: Civil disputes can drag on for years. Clear contracts are your best protection.

Frequently asked questions
Can I buy a house in Dumaguete as a foreigner?
Not with the land in your name. You can buy a condo in your own name, or own a house on a leased lot (25 + 25 years).
What does a simple house and lot cost?
Entry level is about PHP 3.5 to 5 million. Good, renovated homes in Piapi or Bantayan are more like PHP 8 to 15 million. Premium properties with large lots go well beyond that.
What extra costs should I budget for?
About 8–10% of the price for taxes and fees, plus PHP 20,000–80,000 for a lawyer, depending on how complicated the deal is.
Which area is best for retirees?
If you want hospitals, shops and a social life close by: Piapi or Bantayan. Cooler air and quiet: Valencia. Sea views and the airport nearby: Sibulan. Lowest prices: Bacong.
Which visa do I need to live here?
Most visitors get 30 days on arrival, which can be extended at the Bureau of Immigration. For the long term, there's the SRRV retirement visa from the Philippine Retirement Authority (from age 40, with a deposit depending on age and pension) or the 13A visa if you're married to a Filipino.

Bottom line
Dumaguete gives foreign buyers real access to a property market that's still affordable by Asian standards, with working infrastructure, English everywhere and an established expat community. The hurdles are real too: no land in your own name, mixed build quality, and limits to the local health care. If you know that going in, do your sums carefully and work with good local people, it's a serious option, whether as a retirement home, a second base or a modest investment.
